There's ongoing work here: https://reviews.freebsd.org/D29274 , but right now
dummynet cannot be used inside vnet jails.

Ah ha, thanks for the info and the link to current effort. Is this work in any
way slated for the 13.1 (or 13.2) window, or more for 14.0?
